The partnership between the City of Placerville and Arts and Culture El Dorado forms the basis for the project, with Arts and Culture serving as the fundraising arm and the City serving as the building owner with oversight of contracting and maintenance. When the project is completed, Arts and Culture will program and manage the spaces, serve as liaison to the City for the artist studio apartments, and work with the community on the use of the Community Flex Space.
